A whole house rewire replaces the old wiring throughout a home with new wire, grounded outlets and correctly sized circuits, usually along with a panel update. It is most common in older homes.

What are the signs a house needs rewiring?
Two-prong ungrounded outlets, flickering lights, switches or outlets that run warm, breakers or fuses that trip often, and wiring that has been patched over the years are all signs. Homes that are several decades old are the most common candidates.
Do the walls have to come out for a rewire?
Usually not. Most rewiring is done by fishing new wire through walls and ceilings with small openings that are patched afterward. If you are remodeling anyway, it is the ideal time because the walls are already open.
